Florida is unusual: out-of-state clinicians can register to treat Florida residents by telehealth, the state is in PSYPACT and has enacted the Counseling Compact, and Florida Blue leads a market where exchange plans are growing fast. Here is how those rules affect a Florida practice and where Prexella fits.

Florida's private practices serve a mix of year-round residents, seasonal retirees and a large coaching and wellness market. Fees sit close to the national middle: SimplePractice's 2023–2024 data put the average Florida psychotherapy fee at $134.80 (SimplePractice). Snowbirds who spend part of the year out of state make telehealth rules more important here than almost anywhere else.

In Prexella, your Florida license number, NPI, taxonomy code and EIN are stored once in the superbill billing settings and printed on every superbill. That matters when a client submits to Florida Blue or Aetna, whose processors look for the rendering provider's identifiers. Details are on the superbill page.

Telehealth: registration, PSYPACT and the Counseling Compact

Out-of-state registration. Section 456.47 allows a health care professional not licensed in Florida to treat patients located in Florida by telehealth if they register with the applicable board and practice within Florida's scope of practice (Fla. Stat. § 456.47). The Chapter 491 board's registration page adds conditions: an active, unencumbered license in another state, no discipline in the past five years, a Florida registered agent, liability coverage, and no Florida office or in-person care (out-of-state telehealth provider registration).

PSYPACT. Florida joined through HB 33, effective July 1, 2023, so authorized Florida psychologists can practice telepsychology in other member states and temporary in-person psychology for up to 30 days a year (Florida Board of Psychology).

Counseling Compact. Florida enacted the Professional Counselors Licensure Compact in 2022 (Fla. Stat. § 491.017). As of 10/10/2026, the Commission lists compact privileges as live only for licensees in Arizona, Minnesota and Ohio (Counseling Compact map).

How Prexella handles telehealth. Clients choose telehealth or office when they book, and both share one calendar. Superbills carry place of service 10 or 02 for telehealth and 11 for the office. Prexella does not track the client's physical location per session, so confirm it at the start of each telehealth session, especially with clients who travel between Florida and a northern state. Florida insurers and superbills

In the Office of Insurance Regulation's annual report on the commercial major medical market, Blue Cross and Blue Shield of Florida was the largest carrier with 22.91% of 2023 premium, before counting its HMO affiliate, Health Options (OIR gross annual premium and enrollment report, CY2023). The other large carriers in that report are:

  2. Ambetter (Celtic Insurance Company)
  3. Oscar, 9.09% in 2023
  4. Aetna
  5. UnitedHealthcare, with Cigna close behind

A superbill only helps a client whose plan includes an out-of-network benefit, so ask every new client, whether they are on an employer plan or an exchange plan from Ambetter or Oscar, to check before the first session.

Florida Medicaid

Florida Medicaid is delivered through the Statewide Medicaid Managed Care program run by the Agency for Health Care Administration (AHCA). Prexella does not bill Medicaid.

E-signatures and records in Florida

E-signatures. Florida's version of the Uniform Electronic Transactions Act is section 668.50, under which an electronic signature satisfies a law requiring a signature (Fla. Stat. § 668.50); the federal ESIGN Act also applies. Prexella's e-signatures keep the consent statement, typed name, drawn signature, timestamp, IP address and browser for each form.

Retention. Chapter 491 licensees must keep a full record of services for seven years after the last contact with the client (Fla. Admin. Code 64B4-9.001). Psychologists must keep complete records for at least three years after services end, then the full record or a summary for four more years (Fla. Admin. Code 64B19-19.003).

Running a Florida practice in Prexella

Seasonal caseloads. Florida practices often see their caseload change with the seasons as snowbirds arrive in the fall and leave in spring. Prexella keeps every client's history, signed forms and superbills on one record, so a client who returns picks up where they left off. Before the season ends, plan which clients will pause, continue under the rules of the state they are moving to, or be referred.

Cash-pay expectations. Many Florida clients, especially in South Florida, expect to pay up front. Card checkout at booking and prepaid session credits keep payment out of the session, and promo codes cover introductory offers.

Out-of-state colleagues. Because Florida lets registered out-of-state clinicians treat Florida residents by telehealth, Florida practices increasingly compete with clinicians who live elsewhere. A branded booking page on your own domain, quick online intake and visible fees help a local practice stand out.

Coaching and wellness. Florida's coaching market is large. Coaches sell packages, not CPT-coded sessions, and Prexella handles that with session credits and card checkout.

Screenings. For practices that track outcomes, clients complete the PHQ-9 and GAD-7 in the portal and scores are saved to their record.

Two telehealth routes for psychologists. A Florida psychologist treating a client located in another PSYPACT state can use a PSYPACT authorization; a psychologist licensed elsewhere who wants to treat clients located in Florida can use PSYPACT or the section 456.47 registration. Which route applies depends on where the clinician is licensed and where the client is during the session.

Florida lets out-of-state health care professionals treat clients located in Florida by telehealth if they register with the relevant board under section 456.47 and meet its conditions, including no Florida office or in-person care. Psychologists may also use PSYPACT if authorized.

Is the Counseling Compact live for Florida counselors?

Florida enacted it in section 491.017, but as of 10/10/2026 the Compact Commission lists privileges as live only for licensees in Arizona, Minnesota and Ohio. Check counselingcompact.gov for when Florida licensees can apply.

Do Florida Blue plans reimburse superbills?

It depends on the client's plan, not the carrier. Ask clients to check whether their Florida Blue plan has an out-of-network mental health benefit, and what deductible applies, before you rely on a superbill.

Does Prexella handle Florida no-fault (PIP) or Medicaid billing?

No. Prexella is built for private-pay and out-of-network practices and does not bill auto insurers or Florida Medicaid managed care plans.

How long must I keep records, and does Prexella keep them?

Chapter 491 licensees must keep records for seven years after the last contact. Your records stay in your own Prexella database until you delete them, and you can export them at any time.
