New Jersey licensing boards
New Jersey's therapy licenses are issued by boards within the Division of Consumer Affairs (boards and committees):

Group practices with clinicians licensed under different New Jersey boards each get their own license number on their own clients' superbills.
New Jersey telehealth rules
PSYPACT. New Jersey is a PSYPACT state (PSYPACT map), so a psychologist whose home state is also a member can apply for authority to practice telepsychology with clients in New Jersey.
Counseling Compact. New Jersey is listed as a member state on the Counseling Compact map. The compact's commission says privileges to practice are currently live only for licensees from a handful of states, so check the map before relying on a compact privilege.
Out-of-state providers. New Jersey's telemedicine and telehealth law, P.L. 2017, c. 117 (N.J.S.A. 45:1-61 et seq.), requires a provider using telehealth to hold a valid New Jersey license, and applies New Jersey jurisdiction when either the client or the provider is in New Jersey during the session. A clinician in New York or Pennsylvania seeing a client who is in New Jersey needs a New Jersey license or a compact authorization.
How Prexella handles it. Each booking records whether the session is telehealth or in office, and the superbill applies place-of-service 10 or 02 for telehealth and 11 for the office. Prexella does not ask clients to confirm their physical location before each video session, so clinicians should confirm and document it at the start of every telehealth session. This matters most in New Jersey, where many clients commute into New York or Philadelphia.
New Jersey insurers and cash-pay rates
KFF's 2024 data names these as the largest insurers in New Jersey's commercial markets (large group, small group, individual):
- Horizon BlueCross BlueShield of New Jersey: 60% of the large-group market, 71% of small group and 50% of the individual market.
- Cigna: 15% of the large-group market.
- UnitedHealth Group: 14% of large group and 22% of small group.
- Independence Blue Cross: 22% of the individual market and 6% of small group, mainly in South Jersey.
- CVS Health (Aetna): 18% of the individual market.
Horizon's dominance means most out-of-network clients in New Jersey will be filing superbills with the same carrier, so getting the format right once pays off across the caseload.
On cash-pay rates, a Zencare study reported by Becker's ranked New Jersey eighth-most expensive, at an average of $198.20 per session (Becker's Behavioral Health), and Sidecar Health's cash-price analysis put New Jersey psychotherapy at $300 to $398 (Becker's Behavioral Health).
E-signatures and record retention in New Jersey
E-signatures. New Jersey adopted the Uniform Electronic Transactions Act in P.L. 2001, c. 116, which gives electronic records and signatures legal effect in transactions the parties agree to conduct electronically. The federal ESIGN Act applies to interstate transactions. Prexella's e-signatures capture the consent statement, typed name, drawn signature, time, IP address and browser for each form.
Record retention. New Jersey's boards set the period by profession:
- Social workers: seven years from the last entry, and for minors until age 25, under N.J.A.C. 13:44G-12.1.
- Psychologists: seven years from the last entry, or for minors until age 25 if longer, under N.J.A.C. 13:42-8.1 as adopted in 2021 (Division of Consumer Affairs adoption notice).
Prexella keeps every record in your practice's own database until you delete it.
How New Jersey practices use Prexella
One carrier, one superbill format. Because Horizon covers most New Jersey employer plans, out-of-network practices send most superbills to the same insurer. Prexella's superbill carries your New Jersey license number, NPI, EIN, the ICD-10 diagnosis you enter and each session's CPT code and place of service, so a Horizon claims processor can read it without calling you.
Two-state caseloads. North Jersey clinicians often hold a New York license too, and South Jersey clinicians a Pennsylvania one. Every session is booked as telehealth or in office, and clinicians confirm where the client is at the start of each video session, because New Jersey's telehealth law follows the client's location.
Groups with several license types. A typical New Jersey group might include an LCSW, two LPCs, an LAC working toward the LPC and a psychologist. Prexella is one flat fee for the practice, quoted on a demo call, so each new clinician adds a calendar rather than a seat charge.
Intake without paper. New clients are guided from payment into the client portal, where intake, informed consent, the privacy notice and telehealth consent are waiting to be e-signed with a full audit trail.
Measurement-based care. Clients complete PHQ-9 and GAD-7 check-ins in the portal, and scores are saved to the client's record before each session.
Reduced fees and promo codes. New Jersey practices that keep reduced-fee spots can create a reduced-fee session type or give a client a promo code that applies at checkout. Prexella has no sliding-scale calculator, so the fee is set per session type or code.
What Prexella does not do in New Jersey. It does not prepare PIP, auto or workers' compensation claims, it does not submit claims to a clearinghouse itself, and it does not host video.

Frequently asked questions
Can I see New Jersey clients by telehealth with a New York license only?
No. New Jersey's telehealth law requires a provider located outside New Jersey to hold a New Jersey license when the client is located in New Jersey. Psychologists can use PSYPACT if their home state is a member; New York is not.
Most of my clients have Horizon. Do superbills work with it?
Horizon BlueCross BlueShield of New Jersey is the largest carrier in the state's employer markets. Whether a client is reimbursed depends on their plan's out-of-network benefits, but a complete superbill is what lets them file. Prexella builds it from completed sessions.
How long must New Jersey social workers keep records?
The Board of Social Work Examiners' rule requires seven years from the last entry, and for minors until age 25. Psychologists have a similar seven-year rule. Prexella keeps records in your practice's database until you delete them.
Does Prexella handle New Jersey PIP or auto claims?
