Colorado licensing boards for therapists
Colorado regulates mental health professionals through the Division of Professions and Occupations (DPO) in the Department of Regulatory Agencies (DORA). Each profession has its own board, but they share one rulebook framework, the Mental Health Practice Act in Title 12, Article 245.

Colorado also keeps a registry of unlicensed psychotherapists, a category most states do not have, with its own record-keeping rule (4 CCR 734-1). Coaches should confirm with DPO whether their services fall under the Mental Health Practice Act. Renewal timing differs by credential: LPC and provisional licenses expire August 31 of odd-numbered years (DPO professional counselors).

Telehealth: client location, the 2026 registration, PSYPACT and the Counseling Compact
Colorado ties licensure to the client's physical location. DORA's telehealth FAQ says licensure requirements are determined by where the patient is at the time of service, and that a Colorado license covers telehealth with Colorado residents subject to the practice act. Starting January 1, 2026, mental health providers licensed in another state can apply for a Colorado telehealth registration instead of a full license.
- PSYPACT: yes. Colorado enacted the Psychology Interjurisdictional Compact in HB18-1017, and C.R.S. 12-245-308 gives the psychologist board authority over compact telepsychology and temporary practice.
- Counseling Compact: member. Colorado appears on the Counseling Compact member map. Membership and issuing privileges are separate steps, so check the compact's site before relying on a privilege to practice.
How Prexella's telehealth calendar handles it. Each booking stores whether it is telehealth or in office, chosen by the client on the booking page, and the superbill uses your default telehealth place-of-service code (10 for the client's home or 02 for elsewhere) for video visits. Prexella has no separate field recording where the client is located, so confirm the client's location at the start of each session, especially for Colorado clients who travel to the mountains or out of state.
Colorado insurers and cash-pay rates
Colorado's commercial market is split among a handful of national carriers and Kaiser. In KFF's 2024 data, Kaiser holds 61% of the large-group market, UnitedHealth 62% of small group, and Elevance (Anthem) 32% of the individual market (KFF large group, small group, individual). KFF's top-three lists across those markets name four insurer groups:
- Kaiser Permanente: largest in large group, second in small group and individual
- UnitedHealth (including Rocky Mountain Health Plans): largest in small group, third in large group
- Elevance Health (Anthem Blue Cross and Blue Shield): largest in the individual market
- Cigna: second in large group, third in individual
Out-of-network benefits depend on the plan type rather than the carrier, so ask clients to check their mental health benefits before relying on a superbill for reimbursement.
Colorado has some of the highest cash-pay rates in the country. A 2026 estimate puts the average private-pay session at $195 (TherapyExplained, March 2026), well above the $139 national average in SimplePractice's 2023–2024 data (SimplePractice). At those prices, prepaid session credits and packages help clients commit to a course of sessions.
E-signatures and records retention in Colorado
E-signatures. Colorado adopted the Uniform Electronic Transactions Act at C.R.S. 24-71.3; its legal-recognition section says a record or signature may not be denied legal effect solely because it is electronic (C.R.S. 24-71.3-107). Prexella's e-signatures keep a full audit trail for each signed intake and consent form.
Records retention. The licensed professional counselor rule requires records to be kept seven years from the last day of treatment, and for a child client seven years from the last day of treatment or the client's 18th birthday, whichever is later, but no more than 12 years (4 CCR 737-1). Social workers, psychologists and MFTs should confirm the period in their own board's rules, linked from the DPO mental health FAQ. Prexella keeps records, signed forms and superbills in your own database for as long as you hold the account, so a seven-year schedule is something you set, not something the software deletes for you.
Setting up a Colorado practice in Prexella
- Separate therapy from coaching on the booking page. Licensed services and coaching services become different session types, so coaching clients never see diagnosis or CPT codes on anything they receive.
- Mandatory disclosure statement. Colorado's counselor rules include a mandatory disclosure statement (4 CCR 737-1). Can an out-of-state therapist see a client in Colorado by telehealth?
Colorado's licensing depends on where the client is physically located during the session.
